1. Socio – Cultural
The municipality’s total land area is about 16,203 hectares in which almost 11,319 sq. km. are suitable for agriculture purposes. A greater part of the municipality is rolling but it is rich in minerals of natural resources such as copper, gypsum, guano, limestone, rock phosphate, coal and magnetite along the sea and other valuable minerals that some believed that three-fourths (3/4) of the area is suitable for mining. It is also abundant in marine resources; of 200 m from the shoreline is sand, while the rest is fertile and suited for agriculture.
Basay is accessible to all means of land transportation such as motorcycles, tricycles, jeepneys and buses. Being a coastal town, it can also be reached by boats and fishing vessels. Basayanons also have access to their neighboring towns thru the same means of transportation. Road conditions are excellent.
The people come from the different parts of the province. Only a small percentage of the population is a native to the place. The language of the majority is Cebuano with a few speaking Ilonggo.
The major sources of livelihood by the people of Basay are fishing and farming. Others depend on buy and sell business in either sari-sari store or by vending by traveling or convening in different areas.
The townsfolk engage in various forms of recreation during their idle time like watching TV, listening to radio, card games and even drinking. Occasional cockfighting is also observed. The municipality celebrates its town fiesta every 18th of March, which is highlighted by the Search for Miss Basay and the Kapaw Festival. Every barangay of the municipality observes its own fiesta celebration.
2. Geo – Political
Basay is located 122 kilometers south of Dumaguete City and serves as the boundary of the province of Negros Oriental in the south. It is situated along the coastline of the island, bounded in the northwest with the municipality of Hinoba-an, in the south by the Sulu sea, in the east-north by the city of Bayawan. The total land area of the municipality of Basay is 16, 203 hectares.
3. Political
The municipality of Basay which is presently classified as a third class municipality was once one of the barangays of Bayawan City. Through the collaborative efforts of Mr. Alejo Torres, Mr. Ramon Monsale Sr. and the then Congressman of the Second District of the province, Honorable Macias, Basay separated from Bayawan City as a municipality as eventually proclaimed by President Ferdinand E. Marcos by virtue of Executive Order No.533 issued on July 16, 1971.
At present, the municipality is being headed by the newly elected Municipal Council namely:

The Sangguniang Bayan approved resolutions such as authorizing the municipal mayor to sign the Memorandum of Agreement (MOA) between the LGU and Department of Education (DepEd) thru SEDIP to cater to the needs of the school. The LGU, through the local school board, provides financial assistance to the school for the repair of the comfort rooms and classrooms.
Basay National High School is located at Daro, Nagbo-alao, Basay, Negros Oriental and is also fortunate to have been receiving assistance from the very supportive barangay officials under the leadership of its Barangay Captain Hon. Sergio V. Plame. It was through the efforts of Hon. Plame and the Barangay Council that canopies and pathways in the school were constructed.

The municipality has one (1) indigenous group named Bukidnon Indigenous Cultural Community of Cabatuanan (BICCC), which resides at Brgy. Cabatuanan. It is composed of 45 members.

Basay had a population of 25,265 last year (CY 2009) and 25,740 as of the current year 2010. It is projected to increase to 26,224 by the year 2011.
